双辽市人民政府关于公布实施双辽市新一轮城镇基准地价等土地价格的通知(双政发〔2020〕8号)

各(ge)乡、镇(zhen)人民政府,各(ge)街道(dao)办事处,市政府各(ge)部门:

  为进一步加强我市(shi)(shi)土地(di)(di)价(jia)格(ge)管理,规范土地(di)(di)交易行(xing)为,促进房(fang)地(di)(di)产市(shi)(shi)场健康发展(zhan),保证土地(di)(di)价(jia)格(ge)适应(ying)我市(shi)(shi)经济社会发展(zhan)需要,经省(sheng)自然资源厅批(pi)准(zhun),市(shi)(shi)政府(fu)决定公布(bu)实施更(geng)新后的双辽市(shi)(shi)城区及(ji)各乡镇基准(zhun)地(di)(di)价(jia)等土地(di)(di)价(jia)格(ge)。现将(jiang)有关事项通知如下:

  一、本次公(gong)布(bu)(bu)的双辽市城(cheng)区及(ji)各乡(xiang)镇基准地(di)价(jia)等土地(di)价(jia)格,是在(zai)2016年(nian)公(gong)布(bu)(bu)实施地(di)价(jia)基础(chu)上,以近期社会(hui)经济及(ji)土地(di)市场等资料为依据(ju),经综(zong)合分析测算更新确(que)定的商(shang)服、住(zhu)宅、工业(ye)等用(yong)途的基准地(di)价(jia)、土地(di)出让纯收(shou)益、土地(di)年(nian)租金和工业(ye)用(yong)地(di)出让最(zui)低价(jia)标准等土地(di)价(jia)格。

  基(ji)准地(di)(di)(di)价指在土地(di)(di)(di)定(ding)级范围内,在平(ping)均开发利用(yong)条件(jian)下(xia),不(bu)同级别或不(bu)同均质地(di)(di)(di)域的建设用(yong)地(di)(di)(di),按照商服、住宅、工(gong)业等用(yong)途分别评(ping)估(gu),并由政(zheng)府(fu)确(que)定(ding),某(mou)一估(gu)价基(ji)准日的,法定(ding)最高出让年(nian)期国有建设用(yong)地(di)(di)(di)使用(yong)权的区域平(ping)均价格(ge)。

  土地出(chu)让纯收(shou)益(yi)指(zhi)土地定级范围内各级别分用(yong)途国有建(jian)设用(yong)地土地使用(yong)权法定最高出(chu)让年(nian)期的政府平均纯收(shou)益(yi)。

  工业(ye)用(yong)地(di)出让最低(di)价标准指(zhi)各(ge)级别工业(ye)用(yong)地(di)土地(di)使用(yong)权法定最高出让年期的(de)最低(di)价格。

  土地(di)年(nian)租(zu)金是指土地(di)出(chu)让最高年(nian)期的(de)基准地(di)价或土地(di)出(chu)让纯收益(yi)贴现(xian)到一(yi)年(nian)期的(de)地(di)租(zu)标(biao)准。

  二、本次公布(bu)的(de)基准地(di)(di)价范围为双辽市(shi)土(tu)(tu)地(di)(di)利用总体(ti)规划确定的(de)城镇(zhen)(zhen)可建设用地(di)(di)范围内的(de)土(tu)(tu)地(di)(di)。包括双辽市(shi)中心城区、12 个乡(xiang)镇(zhen)(zhen)〔双山(shan)镇(zhen)(zhen)(农场)、茂林镇(zhen)(zhen)、卧(wo)虎(hu)镇(zhen)(zhen)、服先镇(zhen)(zhen)、玻璃山(shan)镇(zhen)(zhen)(种羊(yang)场)、王奔(ben)镇(zhen)(zhen)、兴隆镇(zhen)(zhen)、东(dong)明镇(zhen)(zhen)、柳(liu)条乡(xiang)、那木乡(xiang)、永加乡(xiang)、新立乡(xiang)(鸭场)〕和1个街道(dao)(dao)(红旗街道(dao)(dao))政府所在地(di)(di)的(de)土(tu)(tu)地(di)(di)。

  三(san)、土地(di)(di)(di)(di)(di)(di)级(ji)(ji)(ji)(等)别(bie)(bie)的(de)确定。本次公布(bu)的(de)基准地(di)(di)(di)(di)(di)(di)价中心(xin)城区商服用地(di)(di)(di)(di)(di)(di)4个(ge)级(ji)(ji)(ji)别(bie)(bie)、住(zhu)宅用地(di)(di)(di)(di)(di)(di)4个(ge)级(ji)(ji)(ji)别(bie)(bie)、工业用地(di)(di)(di)(di)(di)(di)3个(ge)级(ji)(ji)(ji)别(bie)(bie),乡镇(zhen)政府(fu)所在地(di)(di)(di)(di)(di)(di)的(de)土地(di)(di)(di)(di)(di)(di)分为(wei)3个(ge)等别(bie)(bie)。确定宗(zong)(zong)地(di)(di)(di)(di)(di)(di)的(de)土地(di)(di)(di)(di)(di)(di)级(ji)(ji)(ji)别(bie)(bie)和等别(bie)(bie)应以城区土地(di)(di)(di)(di)(di)(di)级(ji)(ji)(ji)别(bie)(bie)图和乡镇(zhen)等别(bie)(bie)图和级(ji)(ji)(ji)别(bie)(bie)范围(wei)说明为(wei)准。宗(zong)(zong)地(di)(di)(di)(di)(di)(di)跨级(ji)(ji)(ji)别(bie)(bie)的(de),以高级(ji)(ji)(ji)别(bie)(bie)为(wei)该宗(zong)(zong)地(di)(di)(di)(di)(di)(di)级(ji)(ji)(ji)别(bie)(bie)。商服用地(di)(di)(di)(di)(di)(di)以道路(lu)为(wei)级(ji)(ji)(ji)别(bie)(bie)界线的(de),高级(ji)(ji)(ji)别(bie)(bie)向低(di)级(ji)(ji)(ji)别(bie)(bie)延(yan)伸一个(ge)宗(zong)(zong)地(di)(di)(di)(di)(di)(di)。

  市城区土(tu)地(di)级别(bie)图范(fan)围以外的国有土(tu)地(di)使用(yong)权价(jia)格,参照相应土(tu)地(di)用(yong)途(tu)末级地(di)执行。

  四、基准地价内涵(han)。

  (一)估价基准日:2020年1月(yue)1日。

  (二)设(she)定土地(di)(di)(di)开发程度:中心城(cheng)区(qu)商服用地(di)(di)(di)、住宅用地(di)(di)(di)为宗(zong)(zong)地(di)(di)(di)外(wai)“六通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)路(lu)(lu)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)上(shang)(shang)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)下(xia)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)电(dian)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)讯(xun)(xun)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)热力)和(he)(he)宗(zong)(zong)地(di)(di)(di)内(nei)(nei)场地(di)(di)(di)平整,中心城(cheng)区(qu)工业用地(di)(di)(di)为宗(zong)(zong)地(di)(di)(di)外(wai)“五通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)路(lu)(lu)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)上(shang)(shang)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)下(xia)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)电(dian)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)讯(xun)(xun))和(he)(he)宗(zong)(zong)地(di)(di)(di)内(nei)(nei)场地(di)(di)(di)平整;一等(deng)乡镇为宗(zong)(zong)地(di)(di)(di)外(wai)“五通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)路(lu)(lu)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)上(shang)(shang)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)下(xia)水(shui)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)电(dian)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)讯(xun)(xun))和(he)(he)宗(zong)(zong)地(di)(di)(di)内(nei)(nei)土地(di)(di)(di)平整,二、三(san)(san)等(deng)乡镇为宗(zong)(zong)地(di)(di)(di)外(wai)“三(san)(san)通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)”(通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)路(lu)(lu)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)电(dian)、通(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)(tong)讯(xun)(xun))和(he)(he)宗(zong)(zong)地(di)(di)(di)内(nei)(nei)土地(di)(di)(di)平整。

  (三)基准地(di)价用(yong)地(di)类(lei)型:基准地(di)价的用(yong)地(di)类(lei)型是(shi)指商服(fu)用(yong)地(di)、住宅用(yong)地(di)、工(gong)业用(yong)地(di)3大类(lei),土(tu)地(di)利用(yong)分(fen)类(lei)体系(xi)中其他建设用(yong)地(di)与上述(shu)基准地(di)价用(yong)途进行衔接(jie)。各用(yong)地(di)类(lei)型名称和内涵遵(zun)从《土(tu)地(di)利系(xi)现(xian)状分(fen)类(lei)》(GB/T21010-2017)规定。

  (四(si))设定(ding)土地平(ping)(ping)均(jun)(jun)容积(ji)率(lv):中心城区商服(fu)用(yong)(yong)(yong)(yong)地和住(zhu)宅(zhai)用(yong)(yong)(yong)(yong)地平(ping)(ping)均(jun)(jun)容积(ji)率(lv)为1.8,工业用(yong)(yong)(yong)(yong)地平(ping)(ping)均(jun)(jun)容积(ji)率(lv)为1.0。各乡镇商服(fu)用(yong)(yong)(yong)(yong)地和住(zhu)宅(zhai)用(yong)(yong)(yong)(yong)地平(ping)(ping)均(jun)(jun)容积(ji)率(lv)为1.5,工业用(yong)(yong)(yong)(yong)地平(ping)(ping)均(jun)(jun)容积(ji)率(lv)为0.5。

  (五)设定土地(di)使(shi)用权(quan)年(nian)期:商服用地(di)40年(nian)、住宅用地(di)70年(nian)、工业用地(di)50年(nian)。

  五(wu)、土地(di)(di)(di)(di)(di)(di)(di)用(yong)(yong)(yong)途的确定(ding)。本次公(gong)布的基准(zhun)地(di)(di)(di)(di)(di)(di)(di)价维持原商(shang)服(fu)、住宅(zhai)(zhai)、工(gong)(gong)业(ye)三种基本用(yong)(yong)(yong)途不变(bian)。根据《土地(di)(di)(di)(di)(di)(di)(di)利(li)用(yong)(yong)(yong)现状分类》(GB/T21O10-2017),商(shang)服(fu)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)包(bao)括批发零售用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)、住宿(su)餐饮用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)、商(shang)务(wu)金融用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)、其他商(shang)服(fu)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)等;住宅(zhai)(zhai)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)指城镇用(yong)(yong)(yong)于居住的各类房屋用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)及其附属(shu)(shu)设施用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di):工(gong)(gong)业(ye)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)包(bao)括为工(gong)(gong)业(ye)生产及直(zhi)接为工(gong)(gong)业(ye)生产服(fu)务(wu)的附属(shu)(shu)设施用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)、采扩(kuo)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)、仓储(chu)用(yong)(yong)(yong)地(di)(di)(di)(di)(di)(di)(di)等。

  六、鼓励使(shi)(shi)(shi)用(yong)地(di)(di)(di)下(xia)(xia)空(kong)间(jian)。单(dan)建地(di)(di)(di)下(xia)(xia)空(kong)间(jian),按(an)规划建筑性(xing)质(zhi)确(que)定(ding)(ding)(ding)土(tu)地(di)(di)(di)用(yong)途;结建地(di)(di)(di)下(xia)(xia)空(kong)间(jian)参照地(di)(di)(di)上(shang)(shang)主体(ti)建筑物性(xing)质(zhi)确(que)定(ding)(ding)(ding)土(tu)地(di)(di)(di)用(yong)途。地(di)(di)(di)下(xia)(xia)各层以(yi)在(zai)地(di)(di)(di)面的(de)垂直投(tou)影面积(ji)(ji)为用(yong)地(di)(di)(di)面积(ji)(ji),地(di)(di)(di)下(xia)(xia)空(kong)间(jian)使(shi)(shi)(shi)用(yong)权基(ji)准地(di)(di)(di)价(jia)(jia)按(an)宗地(di)(di)(di)所在(zai)级(等)别(bie)土(tu)地(di)(di)(di)出让(rang)纯收益(yi)的(de)一定(ding)(ding)(ding)比例确(que)定(ding)(ding)(ding),地(di)(di)(di)下(xia)(xia)空(kong)间(jian)一层使(shi)(shi)(shi)用(yong)权价(jia)(jia)格按(an)照地(di)(di)(di)上(shang)(shang)土(tu)地(di)(di)(di)出让(rang)纯收益(yi)的(de)20%确(que)定(ding)(ding)(ding),地(di)(di)(di)下(xia)(xia)空(kong)间(jian)二(er)层使(shi)(shi)(shi)用(yong)权价(jia)(jia)格按(an)照地(di)(di)(di)上(shang)(shang)土(tu)地(di)(di)(di)出让(rang)纯收益(yi)的(de)10%确(que)定(ding)(ding)(ding),地(di)(di)(di)下(xia)(xia)空(kong)间(jian)三(san)层及以(yi)下(xia)(xia)使(shi)(shi)(shi)用(yong)权价(jia)(jia)格按(an)照地(di)(di)(di)上(shang)(shang)土(tu)地(di)(di)(di)出让(rang)纯收益(yi)的(de)5%确(que)定(ding)(ding)(ding)。

  七、本通(tong)知(zhi)自(zi)2021年1月(yue)1日起开(kai)始执行。原(yuan)《双(shuang)辽市人民政府关于(yu)公布(bu)实施双(shuang)辽市新一轮城(cheng)镇基准地价(jia)等(deng)土地价(jia)格的通(tong)知(zhi)》(双(shuang)政发〔2016〕31号)文件同(tong)时废(fei)止。

  八、本次公布(bu)的基准地(di)价等土地(di)价格实施中涉及(ji)的具体问题,由市自然(ran)资源局负责解释(shi)。
